About Declan

Declan brings 16 years of hands-on experience in cycling infrastructure development and accessibility planning across Ireland. He's not just a planner — he's someone who genuinely understands why older cyclists need different routes, different support, and different thinking.

His journey started in 2008 as a junior transport planner for Waterford City Council. That's when he first saw it: the River Suir estuary had untapped potential for recreational cycling. But more importantly, he watched his own parents struggle to find safe, flat routes in their sixties. That changed everything. He realized the cycling world wasn't really built for people over 60.

So he went back to school. Completed his postgraduate diploma in Sports & Recreation Management from Waterford Institute of Technology in 2014, with a thesis focused entirely on age-inclusive trail design. No shortcuts, no generic principles — real research into what actually works for pensioner cyclists.

In 2018, Declan joined westareatscreens Ltd as Senior Cycling Access Expert. His role combines practical engineering knowledge with something more valuable: genuine understanding of older cyclists' needs. He doesn't just read reports — he regularly conducts user testing sessions with pensioner groups along the Suir estuary path. Real feedback, real people, real solutions. His research has been cited by the Irish Cycling Advocacy Network, and he's consulted on accessibility improvements for several local authorities.

Areas of Focus

Deep knowledge across cycling accessibility, route development, and senior-friendly infrastructure

Route Development

Extensive documentation and improvement of the Waterford to New Ross cycle path along the River Suir estuary. Over a decade of work mapping flat, accessible routes suitable for pensioner cyclists.

User Testing & Research

Regular user testing sessions with pensioner cycling groups. Real-world feedback collection that informs both research and practical accessibility improvements across local authorities.

Accessibility Planning

Specializes in age-inclusive trail design principles. Understanding the specific needs of older cyclists — pacing, rest stops, surface conditions, and safety considerations.

Infrastructure Design

Combines practical engineering knowledge with genuine understanding of older cyclists' needs. Consulted on accessibility improvements for several Irish local authorities.

"Cycling isn't just for the young. With the right routes, the right support, and genuine understanding of what older riders need, it becomes something truly accessible. I've seen pensioners discover confidence and independence on routes they thought were impossible. That's what drives my work."

Current Work & Expertise

At westareatscreens Ltd, Declan leads research and content development on senior-friendly cycling routes

The River Suir estuary between Waterford and New Ross is Declan's primary focus. It's not just a cycle path — it's a living case study in what accessible cycling infrastructure should look like. Flat, scenic, manageable distances, and genuinely suitable for pensioners who want to ride without struggle.

His approach is practical. He doesn't deal in abstract principles. Instead, he's documenting specific stops worth visiting, identifying sections that need maintenance, mapping rest areas, and understanding real-world challenges like wind exposure, surface quality, and distances between facilities. When he writes about cycling comfort, pacing strategies, or bike maintenance, he's drawing from conversations with actual pensioner cyclists, not assumptions.

The work isn't finished. There's always more to research, more routes to test, more ways to make cycling accessible for older adults. But that's what he loves about it — real impact, real people, real cycling.
